NCIP Chairperson is a man of many hats as he juggles the duties and responsibilities in running the Commission as the Chairperson and Ethnographic Region Commissioner for Regions XI and XIII and as the Executive Director of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) Secretariat. Despite the pandemic, the NCIP and NTF-ELCAC continued their significant activities and achieved far-etched milestones. The NCIP was able to conduct research and documentation for Project Epanaw’ three Coffee Table Books while the NTF-ELCAC conducted its Inter-Island Levelling Sessions and conduct the Knowing the Enemy (KTE) webinars. Both offices worked hand in hand in the conduct of YUGTO (Hakbang Para sa Patuloy na Pagbabago at Pagkakaisa) which gave the IPs an avenue to share their stories and experiences from the hands of the Communist Terrorist Groups. Chairperson Capuyan visited 124 Ancestral Domains in Mindanao to listen to the burning issues afflicting each community together with representatives from other government agencies in accordance with the Whole-of-Nation Approach (WoNA) per Executive Order No. 70. Notwithstanding the threat brought about by Covid-19. Chairperson Capuyan remains enthusiastic in fulfilling the mandate of two agencies and working above and beyond the call of duty for the recognition, respect, promotion, and protection of the rights of our IP brothers and sisters.
