The
Department of Social Welfare and Development (DSWD) spearheaded the Ceremonial Signing of the Implementing Rules and Regulations (IRR) for Republic Act (RA) 11596 or the “Act Prohibiting the Practice of Child Marriage and Imposing Penalties to Violations Thereof”, 07 December 2022, at the Novotel, Quezon City.
The National Commission on Indigenous Peoples (NCIP) led by the Chairperson actively participated in the ceremonial signing as one of the agencies that crafted the IRR.
The DSWD took the opportunity to call on the NCIP and NCMF, to intensify efforts in communicating the provisions of this IRR to the Indigenous Peoples and Muslim Communities.
RA 11596 is one of the initiatives of DSWD to prevent entry into the sacrament of the marriage of minors. It’s to protect their overall well-being and welfare. This law covers the provision of adequate assistance and programs such as legal counsel, psychological services, skills development, livelihood assistance, rights to education, health, and other interventions required to protect children as victims of early marriage. This law also aims to punish anyone who conducts or arranges a marriage to any child or minor.
After the ceremony, Rep. Bernadette Herrera-Dy of the House of Representatives under the Bagong Henerasyon Party List as one of the Keynote Speakers also received the Project Epanaw’s Coffee Table Books, Annual Report, and Poster of the 11 Building Blocks for a Resilient, Responsive, and Relevant ICCs/IPs in their Ancestral Domains through the NCIP Chairperson.
