The National Commission on Indigenous Peoples (NCIP) conducted the Nation-wide Presentation on the Community Led Operationalization of the 11 Building Blocks (11BBs) of Resilient, Responsive, and Relevant ICCs/IPs in their Ancestral Domains streamed via Zoom and Facebook live on 05 January 2023, attended by more than 1000 participants from NCIP, IPS, IPO, IPMR, and Youth Researchers.
Mr. Kevin Constantine R. Fonseca, Community Service Center Chief of Pampanga, led the presentation where he discussed the key insights and challenges in the operationalization of the 11 BBs. He emphasized the Indigenous Political Structure (IPS) Documentation and Confirmation, “IPS is the beating heart of the Ancestral Domain; carries the lifeblood that sustains the culture”.
As ways forward, Mr. Fonseca underscored prioritizing, strengthening, policy-proofing, and conflict transformation of IPS. The 11 BBs, starting from an empowered IPS must be seen as a continuous and integrated process toward achieving resilience, responsiveness, and relevance.
After the presentation, Chairperson Allen Capuyan elaborated on the discussion and expressed his gratitude for spearheading the nationwide presentation.
