NCIP Chairperson holds an inter-agency visit and community consultation with the Ayta Ambala ICCs/IPs in Hermosa, Bataan.

LOOK | The National Commission on Indigenous Peoples (NCIP) spearhead by the chairperson held an inter-agency visit and community consultation with the Ayta Ambala ICCs/IPs in sitio Pastolan, Brgy. Tipo, Hermosa, Bataan.
The activity was also attented by Commissioner Roland Rivera, NCIP Ethnographic commissioner of Region 3, R4A & R5; Dir. Reynaldo A Dingal, NCIP Director of OEHR, Dir Rosanna L Lingating, NCIP OIC-Director of Office for Administrative Service, Mr. Pascual Patting Jr of OEHR, Ms. Juna Sacpa, NCIP R3 TMSD Chief, Atty. Richard Piaga, R3 RLO, Mr.Randy Bernales, NCIP R3 Bataan Provincial Officer, Atty. Roman Antonio, NCIP Bataan/Zambales PLO, Ms. Jones C Binwag, Dinalupihan CSC Head, Bonifacio Florentino, Municipal IPMR, NCIP Bataan staff, IP leaders and community members of Pastolan ICC/IPs.
The following are the burning issues inside the Pastolan Ancestral Domain raised throughout the community consultation that have been discussed and documented:
a. Pending review of Joint Management Agreement (JMA) with SBMA.
b.Review of MOA for economic provision of Jobin SQM (solar power)
c. Sinoinvest Resources on the non-compliance to FPIC process.
d. Non-compliance to FPIC process of existing loactors and business groups withing SBMA
e. Subic Freeport Zone Expressway SMBA manifested that the said project is only an expansion of already existing project before the signing of Joint Management Agreement between the SBMA and Tribong Ayta ng Pastolan Inc.(TAAPI). He added that based on the existing JMA only the new projects will undergo the FPIC process.
d. Holyland issue – For conduct of validation and MOA
e. Certificate of Ancestral Domain Title (CADT) Application.
f. Extension of Ancestral Domain (AD) claims beyond the perimeter of the existing CADT area.
g. Absence of Community Royalty Management and Development Plan (CRMDP)
h. Pamulaklakin – Exclusive management of IPs and its management cannot be transferred. SBMA get 10% of IPs salary.
i. El Kabayo – Exclusive management of IPs and its management cannot be transferred.
j. Subic Waters – The Regional Director advised them to undergo the process of FPIC, A.O.3, series of 2012.
k. Subic-Mabiga SCTEX Road project.
l. NLEX/SCTEX to undergo FPIC.
To address each of these issues and concerns, the NCIP provide guidance and ways forward during consultation. Furthermore, Sec. Allen A. Capuyan encourages the Ayta Ambala of Pastolan ICC/IPs to work together in a spirit of unity and reconciliation in order to develop a resilient Indigenous Cultural Community (ICC) and a foundation towards self-governance.
