NCIP ENGAGEMENT MEETING WITH THE MANOBO ICCs/IPs OF SAN FRANCISCO, AGUSAN DEL SUR TO DISCUSS THE DAR CLOA/SPLIT PROJECT AND THE DISCRIMINATION OF THE IP COMMUNITIES – Day 3, Session 3
 
14 May | The National Commission on Indigenous Peoples (NCIP) conducted 3rd day of Ancestral Domain (AD) visitation with Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) in Provincial Training Center, Capitol Grounds, Butuan City, Agusan del Norte, Caraga Region.
 
NCIP Chairperson led the activity along with NCIP XIII Region Director Ordonio P. Rocero, Jr.; also present were Elders and Tribal Leaders and NCIP Regional and Provincial staff. The rest joined the meeting through zoom.
 
It tackled risks and impacts of Department of Agrarian Reform’s (DAR) Support to Parcelization of Lands for Individual Titling (SPLIT) Project within the Ancestral Domains of CADT 260; and ongoing CLOAs processing which led to the discrimination of the IP communities.
 
NCIP Region XIII was instructed to verify continued implementation of the SPLIT activities despite agreement between DAR and NCIP to suspend such. The report shall enable NCIP to assess if breach of agreement has been done and coordinate with DAR for appropriate interventions. With regards to discrimination of CLOA’s guards to ICCs/ IPs, NCIP will investigate the case and review evidence presented by CLOA beneficiaries to come up with necessary legal actions.
