Sa pamamagitan ng Memorandum of Understanding (MOU) na nilagdaan ng National Commission on Indigenous Peoples (NCIP) at Department of Finance (DOF) – Philippine Extractive Industries Transparency Initiative (PH-EITI), magkakaroon ng palitan ng datos at impormasyon sa natatanggap na royalties ng mga Katutubo mula sa extractive industries ang NCIP at PH-EITI.

Gamit ang mga datos, mapagkukumpara at matitiyak ng parehong ahensya kung tama at patas ang mga natatanggap na royalties ng mga Katutubong Pamayanan mula sa mga extractive activities na isinasagawa sa kanilang mga ancestral domains, partikular na sa pagmimina.

Inaasahang mareresolba nito ang mga isyu ng hindi pagtupad ng mga extractive companies sa kanilang obligasyon at kasunduan sa mga Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs), na bunsod ng kakulangan ng pormal na monitoring system.

Ayon kay Chairperson Sibug-Las, “The extractive industries which draw heavily on the resources within our ancestral domains have often operated without full regard for the rightful claims of these communities. As a result, discrepancies in royalty payments and a lack of transparency have left many Indigenous Peoples with little recourse and insufficient information about the payments made by extractive companies for the use of their lands.”

Saad naman ni DOF Undersecretary Agabin, masosolusyonan na ito dahil mapapadali na ang “triangulation” ng mga datos, “Through this collaboration, we seek to address these challenges by establishing a robust data sharing mechanism that ensures complete and accurate disclosure of IP-related payments.”

Sa pamumuno nina NCIP Chairperson Jennifer Pia Sibug-Las at DOF Undersecretary Bayani H. Agabin napirmahan ang MOU ngayong Miyerkules, 20 Pebrero 2025, sa DOF Bldg, Maynila, at sinaksihan nina NCIP Commisisioner Rhodex P. Valenciano at PH-EITI National Coordinator Mary Ann D. Rodolfo.
